I. GEOGRAPHIC FOCUSED PROGRAMS

Using the Sustainable Integrated Area Development (SIAD) framework, the CSDO-SC developed three (3) geographical clusters, divided into three (3) major programs, namely: Mt. Matutum Integrated Conservation and Development (MICADEV) Program, Tantangan Integrated Enterprise Development (TIED) Program; and, Allah Valley Development (ALVADEV) Program.

A.       Mt. Matutum Integrated Conservation and Development  (MICADEV) Program

The Mt. Matutum Integrated Conservation and Development (MICADEV) Program focuses on the protection and rehabilitation of the Mt. Matutum Protected Landscape (MMPL) and its adjacent communities. It covers four (4) municipalities, namely, Tupi, Tampakan, Polomolok and Malungon. Mahintana Foundation, Inc. is the Lead Implementer.  The MICADEV Cluster is also assisted by the Foundation for the Philippine Environment (FPE), PhilGerFUND, Manos Unidas Compaņa Contra El Hambre of Spain, Dole Philippines, Inc., Upland Development Program (UDP), Japanese Bank for International Cooperation (JBIC), Philippine Business for Social Progress (PBSP) and other stakeholders in the area.

B.       Roxas Mountain Range Integrated Enterprise Development (RIED) Program

The Tantangan Integrated Enterprise Development (TIED) Program focuses on the development of community-based enterprises supportive to the Food Security Agenda of the Government.  It also promotes marketing and trading capacities of the target communities within the cluster and its adjacent trading centers.  The TIED program covers the Municipality of Tantangan. The South Cotabato Foundation, Inc. is the Lead Implementer of this program.

C.       Allah Valley Development (ALVADEV) Program

The Allah Valley Development (ALVADEV) Program is the largest geographical cluster of the CSDO-SC.  It covers five (5) municipalities, namely Lake Sebu, T’boli, Surallah and Sto. Niņo of South Cotabato Province and Bagumbayan of Sultan Kudarat Province. Justice& Peace - Social Action Center (JP-SAC) leads in the implementation of this program.  ALVADEV is a combination of MICADEV and TIED programs, with strong bias on cultural preservation.  It is designed to reduce the impact of poverty within its area of coverage through sustainable environmental regeneration and protection.  The program also provides sustainable economic assistance to its assisted communities.

II. CUT-ACROSS PROGRAMS

From implementing the geographic focused programs emerged the needs to address Gender and Development, Research and Advocacy, and Basic Social Services.  Thus, the CSDO-SC developed its cut-across programs, namely:  Women Entrepreneurship and Gender and Development (WomEN & GAD) Program; and, Localization (Provincial Access Center) Program.

A. Women Entrepreneurship and Gender and Development (WomEN & GAD) Program

The Women Entrepreneurship and Gender and Development (WomEN & GAD) Program directs its interventions to develop and support women entrepreneurial skills and increase gender advocacy. It covers the provinces of South Cotabato and Sultan Kudarat. The implementation of this program is directly handled by the CSDO-SC.  The project is implemented with two (2) major components, namely: women livelihood assistance program; and, capacity-building trainings and seminars.  The program is primarily supported by the Lutheran World Relief (LWR).

B. Localization (Provincial Access Center) Program

The localization program promotes the CSDO-SC as a Provincial Access Center (PAC) to upscale poverty alleviation program delivery. It aims to provide community-based organizations with easy, accessible and time-saving assistance. It concentrates in the Province of South Cotabato covering a total of ten (10) municipalities. The program has two (2) components, namely: Loan Fund, in support of micro-enterprise initiatives; and, Grant Fund, in support of infrastructure facilities, agricultural production support facilities, health and literacy centers, and the like.  CSDO-SC is the pilot implementer of the localization strategy of the Peace and Equity Foundation, Inc. (PEF).
